Once the patch is downloaded, it is best to ctrl+alt+delete shutdown your computer.

If you do, it won’t activate. Install the DOW 4 SDK version 1.7 patch first then the DOW 4 mod. This may fix some problems. Download the patch below (must install same patch for both DOW 3 and DOW 4 mod. This is essential (without doing this, you won’t activate DOW 4 mod.
