In the new world of native APIs, Photoshop has to be much more selective about which features to use. Where Preview was the only tool that could open Photoshop files and have layer previews, now Photoshop, along with other native applications, can read and preview Photoshop files natively.
Adobe Production Studio will be responsible for transforming from the old 24-bit floating point to the new 16-bit, and in the future, 64-bit floating point, file format, supporting the wider color gamut. This is why some Photoshop features will still require Photoshop CS6 or earlier, even after the transition to the new native APIs.
