The government of India’s high-speed railway has agreed to provide a loan to the Adani Group, a metals and mining conglomerate, to help quickly acquire and develop 38,000 acres in the eastern state of Odisha.

An official close to the development says the loan will be disbursed next week.

The agreement puts the Project Viability Gap Funding, or PVGF, in a race against the May 11 deadline set by India’s government for all major tenders for five-year contracts to build and operate high-speed railways.

India’s government had said it would cap PVGF disbursements at up to $2.5 billion to assure that the project’s construction is complete within the five-year deadline.

Instead, with the help of a government-funded loan, the Adani Group will now be able to award construction contracts to Odisha under its existing route within a three-month period, rather than under the May 11 deadline, the official close to the development says.

“The bids on which the necessary land acquisition work has not been completed by May 11, would be postponed and put off till the necessary work has been completed,” the official says.

Prime Minister Narendra Modi announced PVGF in February as an “incentive to develop infrastructure” in rural areas that have not been prioritized for investment.

Transportation is a critical lifeline of rural India. Many of India’s rural farmers lack access to markets, roads or ports.

Some of India’s high-speed rail lines, however, are running into criticism over the pace of construction.
