It just feels “natural” to me, since it has always worked that way. If you’re looking for the same features, two that come to mind are the Oil Painting tool (in the Adjustments panel) and the Copy and Paste tool.
And it is quite a bit easier to figure out how to work around problems. In my case, I needed to take a section of a check-in-flight-screen PSD and copy it onto a new layer so that I could add a nearly invisible layer that I could later use to shade and layer in hidden graphics.
